Recently, the seminar on promoting the construction of biodiesel pilot projects and the launch meeting for the standard preparation of the "Zero Carbon Energy Certificate Voluntary Certification System for Biodiesel Certification Specification", hosted by the Biomass Energy Industry Branch of the China Association for the Promotion of Industrial Development, was held. This means that China's biodiesel industry is once again welcoming new opportunities for development.
Biodiesel is a type of diesel produced from plant-based materials such as plants and waste oils, and is one of the key pathways for achieving carbon reduction. As a renewable energy source, biodiesel has significant emission reduction effects in the transformation of ship fuels, and due to its compatibility with existing engine systems, it has become the preferred clean fuel during the transition period.
China is an important producer and exporter of biodiesel globally, and biodiesel products have strong competitiveness internationally. Due to the fact that the biodiesel market in China has not yet formed a scale, domestic biodiesel is mostly exported to the European Union. Data shows that China's current biodiesel production exceeds 2 million tons per year, of which 90% is exported. According to statistics from the European Biodiesel Committee, China will export approximately 1.8 million tons of biodiesel to the European Union in 2023, accounting for 90% of China's total exports. Currently, over 80% of the EU's biofuel raw materials rely on imports, with Chinese products accounting for 60%.
Currently, China's biodiesel industry is facing many challenges globally, with the most prominent being the EU's anti-dumping measures against Chinese biodiesel. On August 16th, the EU made a preliminary ruling to impose temporary anti-dumping duties ranging from 12.8% to 36.4% on biodiesel originating in China, which will have a certain impact on China's biodiesel industry.
Many companies have taken corresponding measures. Jia'ao Environmental Protection has issued a statement stating that the temporary tariffs imposed by the EU this time will have a certain impact on the company's biodiesel exports to the EU market. At present, the company is taking measures to actively respond, including but not limited to continuing to process into bio based plasticizers and other products; Actively develop domestic application scenarios for biodiesel and expand the domestic sales market. Longyan Zhuoyue New Energy Co., Ltd., a subsidiary of Zhuoyue Group, stated in an announcement that in 2023, the company's biodiesel will mainly be sold to the European market, accounting for more than 90% of the export market. The company will accelerate its international layout and initially plan to carry out project construction and related businesses in overseas markets such as Singapore and Saudi Arabia.
The relevant person in charge of the Ministry of Commerce stated that the European Union is the world's largest consumer of biodiesel, and importing biodiesel from China is to meet the huge consumption demand of the EU market, accelerate the realization of its own green transformation and energy conservation and emission reduction goals. The Chinese side has repeatedly emphasized that the EU's taxation measures will only raise the cost of related products, harm the interests of EU related industries and consumers, and undermine the EU's green transformation process and the overall economic and trade cooperation between China and Europe.
